Atlantic City Wants to See More Tax Contributions from Sports Betting

New Jersey is without a doubt an economic powerhouse whose performance is getting better by the day. Apart from its potential to create thousands of jobs to residents and tons of revenue for investors, there is one more benefit of this great performance; state taxes. Even though it is still in the deliberation stage, the legislators of NJ are seriously considering funding a greater portion of the state budget from gambling taxes. 

According to the lawmakers, the piece of legislation which they are proposing for the state of NJ will give express power for the gambling community to gain immensely from the thriving casino business in Atlantic City. There is now a proposal that has been tabled in a state senate committee which wants 1.25% of sports betting tax collected to be ploughed backing into building the industry. The money will be collected by the Casino Reinvestment Development Authority for purposes of being fed into the local tax relief on property. 

Sports Betting is working for AC

The law as it has been proposed is backed by Sen. Troy Singleton who projects that the cash amount that the gambling industry in Atlantic City will benefit from will be about $2 million per year. This proposal has already attracted support from other quarters within the state such as Atlantic City mayor Marty Small. The mayor builds a case around the fact that this city has no budget for organic growth outside the developments carried out by the individual casinos. Small argues that he same problem should not be allowed to creep up on sports betting. 

According to Small, each of the state senate members should picture a drive up to Atlantic City and the minute all those cars are parked, parking tax is due. When someone buys a drink at a bar, the state receives revenue in the form of luxury tax. Even accommodation fees are set with a room tax factored in. It does not make sense then that when bettors place bets all the time and the state does not receive a tax for this. 

Since a discrepancy has been identified, it means that the only way of dealing with it is implementing it. Since New Jersey betting is still relatively new, there are still aspects of the law that are yet to be streamlined and it is obvious that reinvesting tax is one of them. 

Even though the argument in support of the sports betting tax sounds valid, there is some level of opposition from some quarters. According to a senator by the name of Vincent Polistina, all manner of changes that involve directing taxes should be made only after all the implications have been thoroughly discussed. 

Polistina is against the idea of redirecting funds from one source to another and terms it as simply not advisable. The lawmaker is of the opinion that a completely new line of generating revenue should be harnessed for the proposed purpose. 

A lot has changed since the Supreme Court ruling that gave New Jersey and other states the permission to set up gambling operations. There is no doubt that success that NJ now enjoys in the gambling landscape has a lot to do with being a pioneer in the gambling business. 

Change is coming to New Jersey 

Many gambling critics argued that the NJ betting scene would be largely affected by the opening up of the New York market. At the start of 2022, the launch of NY was commissioned and that meant that New Yorkers stayed home to bet instead of crossing the border over to NJ. At around the same time that the launch was happening, a proposal was being made to ban the practice of smoking on casino floors in New Jersey. 

While it is evident that a large portion of the casino workforce is in support of the proposal, the big players in the industry were against it. To some legislators, this will be the greatest turn around for this industry. Most of the people who openly opposed the bill cited migration of gamblers to states such as New York which were close by and did not share the same laws. 

It has been a struggle getting the anti smoking bill off the ground because it lacks political good will from legislators who are afraid of losing credibility with the electorate. If casinos prohibit indoor smoking, many gamblers who are smokers will cease appearing in physical premises because they will no longer offer the same level of comfort they desire. This will have a direct and negative impact on casinos that rely on walk-in customers.

Even though there are no official reports to indicate that neighboring states will adopt a similar law, the assumption is that there will be an exodus of players over from New Jersey in search of convenience gambling.  Some media outlets in Pennsylvania have however indicated that the anti-smoking ban could spill over into other legalized betting destinations. What are the legislatures of other states using as supporting evidence to pass the bill in their jurisdictions? Health remains a strong argument even to the point of disregarding economic impact. 

On the topic of changing the manner in which tax is collected from gambling operators and used by the state government of NJ, Singleton is sure that there can never be a different approach to affordability. Taxpayers fund governments and it is only fair that budgets include projects that will make them feel appreciated. 

Conclusion

The economy of New Jersey is in the present day largely dependent on gambling as the major revenue earner. It therefore makes sense for someone to propose that this section of the economy should be expanded using the same taxes that it generates. The idea is still in the deliberation phase so it might take a while before the proposal is implemented.
